While liposuction exclusively removes fat cells, a neck lift involves the surgical excision of redundant skin and the tightening of the underlying platysma muscle. If the volume under your chin is caused by loose muscle bands or prominent glands rather than superficial fat, liposuction alone cannot mechanically alter that specific structural tissue.
